I just saw an ad on television criticizing one candidate for President for too much spending. It is time to remind voters who really spends our money.

The Constitution is clear on this. A president submits a budget to the House of Representatives. The House approves or changes this budget and sends it on to the Senate. Every single budget by all the presidents in my 71 years has been changed, regardless of parties, some drastically. When the budget is finalized by Congress, it goes back to the president who can sign it or veto it. These are his only choices.

No administration can spend more than what Congress decided on. So when people blame a president for spending, whoever is president at that time, they need to read our Constitution and blame their congressmen instead.
