Jessie D. Young, 41, of Davenport, Iowa, was arrested for speeding, driving under the influence and disobeying a stop sign following a traffic stop at 9:42 a.m. Jan. 16 at the Ladd/Spring Valley exit ramp on Interstate 80. He was also charged with driving while license revoked, illegal transportation of alcohol, and possession of drug paraphernalia. A passenger in the vehicle, Curtis W. Young, 38, of Davenport, Iowa, was charged with illegal transportation of alcohol and possession of drug paraphernalia.
