Police seize SV Smoke Shop, arrest two men

SPRING VALLEY – As result of a two month investigation, Spring Valley Police executed a search warrant and an arrest warrant on the Spring Valley Smoke Shop.

Police arrested owner Ibrahim Abu Romi, 63, of LaSalle on a warrant for delivery of a controlled substance, which is a Class 3 felony. He posted $1,500 bond and was released.

An undercover Spring Valley Police investigator made several controlled purchases of suspected synthetic cannabis, and lab reports confirmed the presence of illegal controlled substances.

On Tuesday, police seized numerous boxes of suspected illegal products and cash discovered during the search.

Police also arrested Garry Thomas Finkbeiner, 50, of Saint Charles, Mo., who was inside the store at the time of the search. He was charged with unlawful possession of a controlled substance and taken to Bureau County Jail to await a bond hearing. Numerous bags of suspected K-2 were found in Finkbeiner's vehicle.

The Spring Valley Police Department shared intelligence information and personnel with the Peru Police Department during simultaneous investigations. Spring Valley Police were also assisted by the Illinois Department of Revenue during the investigation.
