Meeting minutes

NEPONSET — The Neponset Village Board met Nov. 18. Attending board members were Mandy Mueller, Bard Safiran, Ken Snyder, Matt Kaiser, Gene Costin, Sid Dev and Mayor Dave Mueller. The meeting was opened with the Pledge of Allegiance and roll call.

Kevin Herme from Jager Agency went over the limits on the village’s insurance policy for renewal. A motion carried to accept insurance policy and pay bill by Dec. 1.

The board approved October board minutes, the October treasurer’s report and November bills.

Committee reports:

Public Works – Gene Costin said they were putting feet on the plow, doing maintenance on the plow truck at a cost of several hundred dollars. The village is getting two to three tons of cold patch.

Police Emergency Plan – Mandy Mueller said a traffic and pedestrian stop report was received. No stops have been made.

Finance, Insurance, License and Fees – Ken Snyder reported Kurt Dana has his excavator in town to dig sand out for EPA, then will take down building. The village is working on verification to tear down print shop (Laub’s), just the front, not the back. It will be easier to get to Shirley’s.

Community Events & Building Permits – Barb Safiran said the Halloween party went well, and about 80 people attended. Thank you to all the volunteers. Halloween party costume winners: Ages 0-4: first, Oliver Stabler – Rodeo Clown, second, Reighan Barry – Zombie Ana, third, Colt Blake – Deer. Ages 5-8: first, Warran Mott – NASA Astronaut, second, Tenley Dutton – Egyptian Girl, third, Nicole Norton – Monster High girl. Ages 9-12: first; Shelby Charlet – Skeleton, second, MacKenzie – Mad Hatter, third, Marlee Bates – Panda. Rick Clancy will be decorating the streets for Christmas. No permits were given this month.

Water and Sewer – Sid Dev said the village had a bad control, wired pumps and repairing, but it was all warranty work. All is working fine.

Ordinances and Garbage Collection — Matt Kaiser reported Al Kaiser will be running the snow plow this year. Trees on North Street need to be trimmed.

Old business

Community Restroom – Ken Snyder was busy in the fields. There are no volunteers available to help. Hopefully it will be done before Christmas. The board approved a motion to keep a major project listed on the agenda until the project is completed.

Speeding Committee – After checking on slow down options, it was determined the village wants unplanned police presence. If the village is going to spend money, then it would be to put signs on both sides of town. Neponset can borrow the digital sign from Mineral for free. The committee will look at it to see what can be done. Dave McIntyre checked pricing on digital signs; they are expensive.

The board approved a motion to send the bid out to proceed with the demolition of Shirley’s building.

Mayor’s Report

Bureau County Food Pantry in Sheffield – The village still needs a volunteer for this.

Community Building Roof – Still waiting for estimate.

EPA Loan – The village has everything it needs, and the information has been forwarded for further review.

Demolition Grant – The village is working on getting a $75,000 non-matching grant.

Water Tower Grant — All paperwork is ready; the village is waiting for DECO to approve.

IDOT Audit – Audit report was given to each board member.
