LADD — The Ladd Village Board took action on the following items at its meeting Oct. 13:

• Approved a building permit for the Ladd Fire Department for an addition to the fire station. The board waived the building permit fee.

• Approved a building permit for Brian and Deb Brandner for a commercial renovation at 336 S. Main Ave. and waived the building permit fee.

• Granted a request from Randy Edgcomb to break curb at Ladd Automotive.

• Approved a donation to the United Way of the Illinois Valley to be designated for the Ladd After School Program.

• Received an invitation to participate in the Mayor’s Cup fishing tournament.

• Received a letter from the Spring Valley city attorney inviting Ladd to join with other small communities to hire a hearing officer for property violations. A board decision was made to decline the offer.

• Received the police department’s September activity report.

• Heard Comcast is still working on a pole agreement with the village.

• Discussed the Ameren gas franchise agreement. Ameren has proposed a 20-year agreement with the village. Following discussion, the board directed the village attorney to tender a 10-year agreement to them.

• Reviewed the FY10 operating budget which is being run parallel to the village’s appropriation this year.

• Discussed electric usage for the water and sewer funds. Water and sewer utility rates were also discussed with no action taken.

• Opened sealed bids for the purchase of the 1999 Grasshopper mower. The highest bid of $1,400 from Marco Pizzamiglio was accepted.

• Appointed Brian Turpen as a full-time police officer. Turpen has been serving as acting police chief while Chief Bill Gaefcke served a tour of duty in Afghanistan.

• Discussed delinquent utility accounts. The village’s current policy on utility disconnections will be revised and will take effect on April 1, 2010.

• Passed an amended Enterprise Zone ordinance for the addition of 38 acres in Putnam County for Mid-America Growers.

• Reviewed and tabled payment of the 2010 invoice from the Illinois Municipal League Risk Management Association for the village’s insurance until additional quotes are received.

• Heard a meeting has been scheduled with Father Rayson to discuss the church properties.
